البيانات المفتوحة حول تكلفة الحرب		OPEN DATA ON THE COST OF WAR
خلفية: من اجل معرفة الأوضاع الراهنة معرفة دقيقة ومن أجل مساعدة جهود المساعدات الإنسانية والمنظمات العاملة في مساعدة المواطنين والمتطوعين ومن أجل وقف الحرب ولتخطيط بناء سودان ما بعد الحرب بشكل مؤسسي ومنصف وأكثر منعة فإننا بحوجه لبيانات ومعلومات انية محدثة ذات دقة جغرافية عالية عن الحرب وانتهاكاتها وخسارات المواطنين والتكلفة العالية التي يدفعونها في ظروف الحرب والسلم. هذه البيانات والتي من المفترض ان تكون مفتوحة ودقيقة ومجموعة بتحشيد ومشاركة عالية. هذه البيانات المفتوحة يجب ان تكون شاملة ونواة للتخطيط الصحيح للعمل الإنساني والتنموي لمجابهة كارثة الحرب.   البيانات المفتوحة حول تكلفة الحرب تشمل محورين: 1.       إبراز تكلفة الحرب عن طريق إحصاء جميع الإصابات وحالات القتل والأحداث التي تصيب المواطنين المدنيين من جراء الحرب والتي يرقى بعضها لجرائم الحرب ومن ثم تصنيفها جيدا. 2.      تقدير حال الخدمات الأساسية وتوزيعها وسعتها وحالتها التشغيلية، هذه البنيات الأساسية تشمل الرعاية الصحية، المياه، امداد الغذاء والأسواق والكهرباء وغيرها من الخدمات الضرورية.   1. أحداث وخسائر الحرب في الأرواح والممتلكات: يتضمن المحور الأول رصدا وتصنيفا وتدقيقا للأحداث التي تؤدي لخسائر مباشرة وغير مباشرة في الأرواح والممتلكات نتيجة الحرب الدائرة، رصد هذه الخسائر من الأهمية بمكان لمجهودات وقف الحرب ولحشد المساعدات الإنسانية وجبر الضرر وفي توثيق الاحداث التي تعد انتهاكا مباشرا للقانون الدولي لحقوق الانسان او تعد بمثابة جرائم حرب. تصنيف هذه الخسائر يقع ضمن: -          القتل المباشر -          القتل غير المباشر نتيجة النزاع -          احتلال المنازل -          سرقة المنازل -          سرقة البنوك -          سرقة المحال التجارية -          سرقة العربات والمركبات -          الاغتصاب والعنف الجنسي الموجه نحو النوع -          الاخفاء القسري والاختفاء -          التعذيب -          الخطف -          احتلال ومهاجمة المستشفيات -          النزاع القبلي -          إصابات نتيجة الشظايا او الرصاص -          تجنيد واستخدام الأطفال كجنود   2. أوضاع الخدمات الأساسية: يهدف المحور الثاني إلى: -          فهم حالة المياه، والكهرباء، والاتصالات، والخدمات البنكية، والخدمات الصحية وخدمات السوق- معاش الناس- في المنطقة -          التعرف على التحديات التي تواجهها وتحديد المجالات التي تحتاج إلى تحسين وتطوير. -          تحديد مدى تأثير توفر الخدمات وتوزيعها الجغرافي علي حياة المواطن   اداة جمع البيانات: نستخدم أحد وسائل ومنصات جمع البيانات للأغراض الإنسانية (Kobo Toolbox)  ويتم التحقق من المعلومات ومن بعد ذلك تعرض في خريطة تفصيلية تشمل أماكن الاحداث وتفاصيلها بشكل يحمي خصوصية الحالات ولكن يعطي تلخيص دقيق وعرض تفاعلي. استمارات الجمع موجودة في الروابط التالية:  1.   إستمارة حصر الخسائر المادية و البشرية 2.   استمارة توفر الخدمات وحالتها   عملية الحصر: نقترح  أن تنشر الاحداث عن طريق وسم موحد لفترة الحرب هذه وبالتالي يمكن ان تستخدم وسائل التواصل الاجتماعي كمصدر للحصر بالإضافة لمصدر للتأكد من المعلومات المرسلة في استمارة الحصر. -          #رصد_جرائم_الحرب -          #حاله_الخدمات_الضروريه الترويج لاستمارة الحصر يتم بنشر بوسترات والرابط إلي شتى الجهات الشعبية و الرسمية للتشجيع على جمع المعلومات التي تعين على التعرف على الحالات الراهنة. عمليات التحقق: يتم التحقق من صحة المعلومات المقدمة بمضاهاتها بمصادر عدة من جهات رسمية، صحف، وسائط تواصل اجتماعي بما فيها تواتر التقارير المختلفة عن نفس الحادثة من نفس المنطقة، ويتم عكس المعلومات المحقق عنها في الخريطة التفاعلية كمعلومات محققة. متابعة حالات بعينها: يمكن توليد رقم متابعة لربط الحالات المختلفة لاحقا بمزيد من الأدلة او بمزيد من التنسيق للمساعدات المختلفة مع الاهتمام والتشديد بسرية وحماية الخصوصية للمعلومات.		Background: In order to discern the current situation accurately and to assist the efforts of humanitarian aid and organizations working to assist citizens and volunteers and in order to stop the war and to plan the building of post-war Sudan in an institutional, equitable and more invincible manner, we need up-to-date data and information with high geographical accuracy about the war, its violations, the losses of citizens and the cost the high they pay in conditions of war and peace. We believe that this data should be open, accurate, and collected by mobilizing the participation of citizens. This open data must be comprehensive to form a nucleus for proper planning of humanitarian and developmental action to confront the disaster of war.   Open data on the cost of war includes two dimensions: 1.       Conveying the cost of war by counting injuries, killings, and incidents that involve civilian citizens as a result of the war, some of which would amount to war crimes, and to classify them appropriately. 2.       Estimating the state of essential services, their distribution, capacity and operational condition. These basic infrastructures include health care, water, food supply, markets, electricity and other essential services.   1. War events and losses in lives and property: The first dimension includes monitoring, classification and auditing of events that lead to direct and indirect loss of life and property as a result of the ongoing war. Monitoring these losses is of great importance to efforts to stop the war and to mobilize humanitarian aid and reparations as well as in documenting events that are a direct violation of international human rights law or are considered war crimes. The classification of these losses is as follows: -    Direct killing -    Indirect killing as a result of the conflict -    Occupation of homes -    House theft -    Robbing banks -    Shop theft -    Theft of vehicles -    Rape and Gender-oriented sexual violence -    Disappearance and enforced concealment -    Torture -    Kidnapping -    Occupying and attacking hospitals -    Tribal conflict -    Injuries as a result of shrapnel or bullets -    Recruitment and use of child soldiers   2. Status of Basic Services: The second dimension aims to: -    Understand the status of water, electricity, communications, banking services, health services and market services - people's livelihood - in the area -    Identify the challenges that face these services and areas that need improvement and development -    Establish the extent of the impact of the availability of services and their geographical distribution on the life of the citizen   Data Collection Tool: We are using (Kobo Toolbox) which is a prominent platform for collecting data for humanitarian purposes. The gathered information is verified and then displayed on a detailed map that includes location data as well as information on the events in a way that protects the privacy of the cases, but provides an accurate summary in an interactive presentation style. Availability and condition of services form   Data Collection Process: It is encouraged to publish events through unified hashings for this war period, and thus social media can be used as a source for inventory as well as a source to verify the information sent in the inventory form: -          #monitoring_war_crimes -          #essential_services_status Promoting the Kobo Data Collection Form, posters and the link will be published through various citizen-led and official agencies to encourage the collection of information that helps identify current cases. Data Verification Process: The information provided is verified by comparing it with several sources from official authorities, newspapers, and social media, including the frequency of different reports on the same incident from the same area, and the verified information is reflected in the interactive map as verified information. Follow up on Specific Cases: A follow-up number can be generated to link the different cases later with more evidence or with more coordination of the various aids, with attention and emphasis on the confidentiality and privacy protection of the information.
